Troy Rutten

Principal

Troy is a project manager across CSG’s national practices. She is a PMI-certified Project Management Professional who brings 20 years of public sector experience in the areas of procurement, strategic planning, vendor selection, project management office, business and process analysis, and management of large teams for enterprise applications. Troy has expertise across the systems development life cycle, including requirements gathering, system design, development of user stories, and quality and test management. She has deep experience leading independent verification and validation projects and is effective at working with large and diversified user groups in identifying critical issues and potential solutions. Prior to joining CSG, Troy served as the Chief Information Officer for the Oregon Employment Department, supporting production applications including unemployment insurance, employment services, and call center operations.
