Senior Consultant

Hilari is a business analyst in CSG’s Child Welfare practice. She has over 26 years of project management and policy development experience with a focus on child welfare, youth services, and juvenile justice. Hilari spent 10 years with the State of New Mexico in the child welfare program and Office of the Courts, most recently leading the turnaround of the Comprehensive Child Welfare Information System (CCWIS) project for the Children, Youth and Families Department. She also has experience leading government and nonprofit organizations through system change and improvement. She brings extensive knowledge in business process improvement, policy and procedure, and community engagement. Hilari is a member of the State Bar of New Mexico and has applied her legal expertise to support policy analysis and development, including the Administration for Children and Families’ Child and Family Services Review framework.
