Team CSG Spotlight: Andrea Kempel

Andrea has 14 years of experience supporting healthcare, human services, child support, and education programs. Early in her career, she utilized her bilingual skills as an office specialist in public health and as a speech language pathology assistant in schools. In these roles, she worked directly with students receiving special education services and collaborated with multidisciplinary teams to support the development and implementation of student treatment plans.

She later transitioned to a case manager role with Oregon’s Division of Child Support, where she participated in the pilot of Oregon’s modernized child support system. Her contributions included supporting pilot testing activities, conducting data cleansing, reporting defects, and developing new processes and procedures. Andrea then spent four years with the Oregon Department of Human Services, serving as both a lead case manager and an operations and policy analyst. During this time, she supported implementation activities for Oregon’s electronic visit verification (EVV) system for Medicaid providers and contributed to planning for the future Medicaid Provider Enrollment and Maintenance System modernization initiative, as well as other HHS IT systems.

Andrea joined CSG in 2022 and has spent more than three years as a business analyst providing quality assurance services for Illinois’ Child Support Automation and Innovation for Modernization project. She reviews data conversion, system testing, training, and project deliverables for quality and conformity with project standards, and identifies and monitors project risks.

Andrea says, “Throughout my career, whether working directly with families, providers, or program teams, I’ve been motivated by the opportunity to improve how services reach people. I enjoy being part of complex modernization efforts where collaboration, thoughtful processes, and new technology can ultimately help communities access the supports they need.”
