The North Dakota Department of Health and Human Services, Children and Family Services (CFS), administers the State’s child welfare program. The agency is embarking on the implementation of a new system that complies with the Administration for Children and Families’ (ACF) Comprehensive Child Welfare Information System (CCWIS) guidance.
Strategy
CSG is providing planning and procurement support for the CCWIS project, beginning with a needs assessment. Our team worked with CFS to understand the vision for the modernization, confirm system requirements, and analyze CCWIS solution alternatives. We completed an alternatives and cost benefit analysis and supported CFS in the development and submission of a feasibility study with a recommendation for the best fit system to ACF. We also developed a high-level implementation plan defining the long-term strategy for CCWIS procurement and implementation.
The CSG team also developed CFS’ Data Quality Plan, which defines the goals and priorities for data quality and management in the future CCWIS environment. We supported the development, submission, and approval process of the Implementation Advance Planning Document to obtain federal funding and the RFP for a Design, Development, and Implementation (DDI) vendor. We will continue to provide services to CFS through the full DDI procurement life cycle, including DDI readiness support, release of the RFP, evaluation, and contracting.
