Shannon Barnes

Principal

Shannon has more than 30 years of experience working in state government programs including Child Welfare and Child Support. During her time serving in state government she held a variety of roles including PMO Manager and CIO for the Idaho Transportation Department (ITD) and the Idaho Child Support (IV-D) Director. During her time in state government she successfully stood up PMO’s in both the Idaho Department of Health and Welfare and at ITD. She is an experienced PMO Manager with more than 15 years performing project management on large scale system modernization projects, using a variety of implementation methodologies including Agile, Waterfall, and Hybrid, for multiple states including Oregon, California, and Washington. Shannon is a PMI-certified Project Management Professional and a QAI Certified Manager of Software Quality.

• 20+ years in child support enforcement program operations and information systems

• 15+ years of Child Welfare IV-E experience including determining eligibility, managing child welfare systems, and ensuring foster care reimbursement

• 10+ years creating, managing, and transitioning PMOs that oversaw large scale program modernization efforts and implementation of complex project portfolios
• 10+ years managing and overseeing motor vehicle program modernization efforts and delivering multi-million dollar motor vehicle project portfolios
• 10+ years planning, implementing, and operating intelligent transportation systems for a state department of transportation agency
• 5+ years planning and implementing cyber security programs and technologies, including implementation of the National Institute of Standards Technology Framework
